Introduction and Legislation
Working at Heights
Introduction
Falls from height remain one of the leading causes of workplace injuries, involving both people and objects falling from elevated positions. These incidents can lead to serious injury or even fatalities—not only affecting workers involved in construction and maintenance but also posing risks to bystanders and the general public.

In Ireland, the Safety, Health and Welfare at Work (General Application) Regulations 2007 – Part 4: Work at Height apply to all tasks carried out at height, whether in factories, warehouses, construction sites, or office environments. It is crucial for both employers and employees to understand how to minimise the risk of falls and manage the consequences when working at height.

This course provides essential guidance on identifying and managing the hazards associated with working at height, while ensuring full compliance with Irish legislation. It also gives an overview of commonly used equipment and offers practical strategies to prevent and reduce risks—supporting a safer, more secure workplace for everyone involved.

Course Aims
After completing this course, participants will be able to:
  • Comprehend the key elements and prerequisites of the WAH Regulations.
  • Provide illustrations of typical tasks performed at heights and comprehend the corresponding dangers and potential risks.
  • Recognize the factors that contribute to individuals and objects falling from elevated positions.
  • Explain the preventive measures used to manage and diminish the likelihood of falls from heights.
  • Gain an understanding of the correct utilization of access and work at height equipment, as well as secure methods of access to minimize or eliminate the risk of falls.
Topics for discussion

This section contains the forthcoming topics:
  • Work at Height Risks:
Discuss the various risks associated with working at heights, such as falls, equipment malfunctions, and environmental factors. Share insights on how these risks can be minimized or mitigated.
  • Work at Height Regulations:
Explore the key provisions of the Work at Height Regulations (General Applications) 2007. Consider how these regulations impact different industries and workplaces. Discuss any recent updates or changes to these regulations.
  • Employer Duties:
Examine the responsibilities of employers under the Work at Height Regulations. Discuss how employers can ensure the safety of their employees when working at heights, including providing training, equipment, and safety measures.
The Risks

In Irish workplaces, falls from heights represent the leading cause of workplace fatalities and a major contributor to serious injuries. When tasks involve working at any elevated level, there is an inherent risk not only to the individuals directly involved but also to those in the surrounding area.

According to the Health and Safety Executive (HSE) report for the year 2021/22, work at height accounted for 8% of all injuries that were reportable, resulting in a staggering 19 tragic fatalities.

It is important to note that a significant number of severe injuries and tragic fatalities occur as a consequence of falls from heights below head level. What makes these incidents all the more tragic is that, in almost every instance, they are entirely preventable with the right safety measures and precautions in place.

The HSE has pinpointed several common working at height tasks that pose the highest risk of falls. These tasks, where falls from heights are particularly prevalent, encompass:
  • Window cleaning.
  • Roofing work.
  • Unloading a vehicle.
  • Machine maintenance.
  • Gutter cleaning.
  • Setting up displays.
  • Stacking shelves.
  • Machine maintenance.
  • Working on top of or in close proximity to roof lights or fragile roofing.
