Working at Heights & Irish Law

This course is built around the legislation that governs work at height in Irish workplaces.

Safety, Health and Welfare at Work Act 2005

Places a general duty on employers to ensure, so far as is reasonably practicable, the safety, health and welfare of employees — including the prevention of risk from work at height.

General Application Regulations 2007 — Work at Height

Part 4 specifically governs work at height. Employers must avoid work at height where reasonably practicable, prevent falls where it can't be avoided, and minimise the distance and consequences of any fall.

The Hierarchy of Control

Irish law requires risks to be controlled in order: avoid working at height, use equipment to prevent falls, then minimise the consequences — the framework taught throughout this course.

HSA Guidance & Safe-T-Card

The Health and Safety Authority (HSA) publishes work-at-height guidance, and this certification meets the training requirements for Safe-T-Card and CSCS applications.

Working at Heights introduction
Introduction

Falls from height remain one of the leading causes of workplace injuries in Ireland, involving both people and objects falling from elevated positions. These incidents can result in serious injury or even fatalities — affecting workers in construction and maintenance, as well as bystanders and the public.

In Ireland, the Safety, Health and Welfare at Work (General Application) Regulations 2007 apply to all work carried out at height, whether in factories, warehouses, construction sites, retail settings or offices. This course is aligned with Irish legislation and Health and Safety Authority (HSA) guidance.

  • Employer Duties:the responsibilities of employers — providing training, equipment and safety measures to protect employees.
The risks
The Risks

In Irish workplaces, falls from height remain one of the leading causes of fatal and serious injuries. According to the HSA, work at height continues to be a major cause of workplace incidents across a wide range of sectors.

Importantly, many serious injuries — and even fatalities — occur from falls at relatively low heights. These incidents are particularly tragic because, in the vast majority of cases, they are entirely preventable with the right controls in place.

High-risk tasks
Common high-risk tasks where falls are most prevalent:
  • Window cleaning
  • Roofing work
  • Unloading a vehicle
  • Machine maintenance
  • Gutter cleaning
  • Setting up displays
  • Stacking shelves
  • Working on or near fragile roofing and roof lights
