The regulation

Manual handling at work in Ireland is governed by the Safety, Health and Welfare at Work (General Application) Regulations 2007, S.I. No. 299 of 2007, Part 2 Chapter 4, Regulations 68–69 and Schedule 3.

What the employer must do

  • Avoid hazardous manual handling where it is reasonably practicable to do so
  • Assess the handling operations that cannot be avoided
  • Reduce the risk of injury as far as is reasonably practicable
  • Give employees information on the load and training on safe handling

How often to refresh

There is no statutory expiry date on a manual handling certificate in Irish law. The Health and Safety Authority recommends refresher training at intervals of no more than three years, and many employers apply that as policy.

About “approved” courses

The HSA does not approve, accredit or endorse any manual handling course or provider. Any site claiming HSA approval is misdescribing it. What matters is that the training is adequate for the risk.

Be clear about what this course is. It is online theory plus a recorded practical assessment, and it is designed for lower-risk handling — office, retail, hospitality and light warehouse work. The HSA’s position is that the practical element of manual handling training should be delivered in person. What if my video is not approved?You are told what to correct and you re-record it free of charge. There is no extra fee and no limit that catches people out.
What do I need to record it?A phone or laptop camera, a bit of clear floor space, and a box or similar object you can lift safely. Nothing heavy is required.
What if I am not at work?You can record the assessment at home. The point is to demonstrate correct technique, not to lift a real work load.

The Health and Safety Authority does not approve, accredit or endorse manual handling courses or providers, so no online course can honestly claim to be “HSA approved”. This course is built on the HSA’s published guidance and on the requirements of S.I. No. 299 of 2007. Whether it satisfies your employer is ultimately their call, and it is worth confirming with them before you buy if you are training for a specific job.
