Confined Space Emergencies and Rescue Planning
One of the most chilling facts in workplace safety is that a large share of people who die in confined spaces are not the original workers — they are the colleagues who rushed in to save them. Understanding why this happens, and planning a proper rescue before anyone enters, is the difference between one casualty and several.
Why would-be rescuers become victims
When someone collapses inside a confined space, instinct takes over. A workmate sees a person down, hears them stop responding, and goes straight in to help. But the very thing that felled the first person — an oxygen-deficient or toxic atmosphere — is still there, invisible and odourless. The rescuer collapses within moments, and a single emergency becomes a multiple fatality.
This pattern repeats again and again because the hazard is not visible. There is no flame, no smoke, no obvious sign of danger. The space looks exactly as it did a minute earlier. That is precisely why an unplanned rescue is so often fatal.
The deadliest decision in any confined space is the one made on instinct — to go in unprotected after a collapsed colleague. Without breathing apparatus, the rescuer becomes the next victim.
Rescue must be planned before entry
Under Part 3 of the Safety, Health and Welfare at Work (General Application) Regulations 2007, suitable and sufficient arrangements for the rescue of persons in the event of an emergency must be in place before anyone enters a confined space. A rescue plan is not something to improvise once an alarm sounds — it is a precondition of entry.
A workable rescue plan should answer some hard questions in advance:
- What emergencies could realistically occur — atmospheric, fire, flooding, medical, entrapment?
- How will a casualty be retrieved without a rescuer having to enter unprotected?
- Who raises the alarm, and how is the emergency communicated?
- What equipment is needed at the entry point, ready to use immediately?
- Who is trained and competent to perform the rescue?
- How will the emergency services be summoned, and what will they be told?
The plan must be specific to the actual space, not a generic template. A vertical manhole entry, a horizontal pipe and a large storage tank each demand different rescue methods.
Non-entry rescue: the safest option
Wherever possible, the rescue plan should allow a casualty to be recovered without anyone else entering the space. This is where retrieval equipment earns its place. A worker wearing a full-body harness connected to a winch or retrieval line can be hauled out from outside, keeping rescuers in clean air throughout. Designing the entry so that non-entry rescue is feasible should always be the first choice.
Rescue equipment that makes the difference
The right equipment, in place and ready before entry, is what turns a plan into a survivable outcome. Typical confined-space rescue equipment includes:
- Breathing apparatus — self-contained or airline sets that supply clean air, so a rescuer is never reliant on the contaminated atmosphere.
- Full-body harnesses and retrieval lines — so a casualty can be lifted out from outside.
- Winches, tripods and davit systems — mechanical means of raising a person from a vertical entry.
- Resuscitation and first-aid equipment — ready at the entry point for immediate use.
- Gas detectors and communication equipment — to monitor conditions and coordinate the response.
Equipment must be inspected, maintained and immediately accessible. Rescue gear locked in a store across the yard is no use when seconds count.

Practise the plan
A rescue plan that has only ever existed on paper will fail under pressure. Never rely on the emergency services alone
Calling 112 or 999 is essential, but it cannot be the whole rescue plan. Emergency services may take time to arrive and may not have immediate access to the specific space. The duty to provide rescue arrangements rests with the employer, and the first, decisive minutes belong to a trained, equipped team on site.
